Post Card sent 24th January 1906 with QV1d as payment being 15 centimes short for for the foreign letter rate.
From 1891 to 1907 Single Deficiency in French Centimes was the international rate, so it was expressed as 15 centimes but this was then doubled to pay the shortful of postage and the fine. In this case 15 ctms Deficiency & 15 ctms Fine.
due this item was written on the left hand side and it was not permitted until after the U.P.U. Rome convention 7th April to May 26th 1906.
This is when negotiations came in to effect with various countries with regards to whom would accept a postcard with correspondence on the left without being taxed.
In this case the item only paid the deficency making it quite scarce.
